The European Environment Council of 16 March 2023, despite protests from all European agricultural organisations, nevertheless decided to include the cattle sector in the scope of the Industrial Emissions Directive (IED).
As demanded loudly by the Italian beef industry, the Minister of the Environment and Energy Security Gilberto Pichetto Fratin did not accept the Commission's compromise proposal.

We would like to thank Minister Pichetto Fratin who, in agreement with the Minister of Agriculture, Food Sovereignty and Forestry Francesco Lollobrigida, has been able to put up a united front and defend the Italian beef supply chain, said Assocarni Director General François Tomei. The clear stance taken by our country,' Tomei continued, 'is particularly significant because it unravels the cards of a European Commission that is increasingly marauding with hyperbolic green proposals that then lead to the umpteenth compromise that allows the diplomacies of the Member States to save face with 'the best possible result'. In reality, these decisions end up contributing to undermining European food sovereignty, as demonstrated by the obvious difficulties in self-sufficiency in cereals resulting from apprehensions over the extension of the agreement on wheat in the Black Sea, Tomei concludes.
