The State-Regions Conference approves the Ministerial Decree amending the National Livestock Quality System

Great satisfaction at AOP Italia Zootecnica and the Consorzio Sigillo Italiano

01, Dec 2022

Great satisfaction at AOP Italia Zootecnica and the Consorzio Sigillo Italiano for the approval that took place yesterday afternoon, in the State-Regions Conference, of the Ministerial Decree, with a very long but very significant title, which we quote for the record: "Ministerial Decree containing the the establishment of the National Quality System for Livestock recognized at national level pursuant to Commission Delegated Regulation (EU) 2022/126 of 7 December 2021 supplementing Regulation (EU) 2021/2115 of the European Parliament and of the Council with additional requirements for certain types of intervention specified by the Member States in their respective CAP strategic plans for the period from 2023 to 2027 pursuant to this regulation, as well as for the rules on good agricultural and environmental conditions and repealing the Ministerial Decree of 4 March 2011 "Regulation of national zootechnical quality system recognized at national level pursuant to regulation (EC) n. 1974/2006 of the Commission".
The new Decree contains some very important changes that bring it in line with the Community Regulations of the new CAP 2023-2027 and, above all, in line with Farm To Fork and the New Green Deal as regards sustainability.

In fact, in article 1 paragraph 2 the concept of livestock sustainability was introduced, giving the possibility to products obtained with the application of a production specification recognized within the SQNZ which also contains one or more qualifying elements, on environmental sustainability , social and economic, to be identified with the wording "product from sustainable farming".

Another important change is given to the Regions that have already approved their specifications, notified to the European Commission, to ask Masaf for recognition in the context of the National Zootechnical Quality System. This will allow 8 Regions (Emilia Romagna, Friuli Venezia Giulia, Marche, Puglia, Sardinia, Sicily, Tuscany and Vento) to be able to include their already approved specifications by sending a simple request to the Ministry.
With regard to the presentation of new Regulations, the level of representativeness of the product to be certified goes from 51% to 30%.

Even the Regions will be able to present new Regulations individually, while in the "old" decree at least four had to sign it.
Finally, the centrality of the Consortium for the protection of the Quality System is sanctioned, with a specific article to underline the importance of communication and the aggregation of the Lead Chains.

The management of AOP Italia Zootecnica and of the Italian Seal Consortium thanks the Department of Quality Policies of Masaf for its commitment in reorganizing the Decree.
