Support and expectations for the "Sea Resource" Ddl
Federpesca expressed satisfaction with the introduction, through the "Enhancement of Sea Resources" bill, of a subsidized social security regime to facilitate the re-embarkation of seafarers in the event of a vessel's permanent detention, and with the article regarding amendments to the Implementing Regulations of the Navigation Code, which addresses—after many years of waiting—the issue of qualification limits for maritime personnel.
During the hearing held on Tuesday, November 25, before the 8th Senate Committee, Federpesca also highlighted two critical issues for which it called for regulatory intervention: the need to simplify entry procedures for foreign maritime workers, allowing appropriately qualified non-Italian personnel to hold the position of captain, and the need to address the article regarding the implementation of CISOA—the special redundancy fund for agricultural workers—so that the instrument can be effectively used by the fishing industry.
"The issue of personnel is now the main problem in our sector: this is why we have asked for action on these two priorities," stated Director Francesca Biondo. "The first is the need for qualified foreign labor, which is essential to allow our fleet to continue operating; the second is the need to amend the article that extended the agricultural CISOA to fisheries. The current wording, which does not include suspension periods such as mandatory stoppages among the reasons, renders the instrument devoid of concrete utility, risking only additional costs for businesses."
Appreciation was then expressed for the Government's work on the proposed text, which represents an important step toward a more modern, integrated, and forward-looking vision of our country's maritime policies. "The ability to place the sea at the center of the institutional agenda, recognizing its economic, cultural, social, and strategic value, is a signal that the fishing sector welcomes," concluded the director. "Federpesca hopes that these proposals will be shared, with a view to providing concrete and urgent responses to the needs of the Italian fishing sector."
